Domain name owners are only paid the negotiation incentive when they actually enter into negotiations with you or accept your offer.

If the domain name owner declines your offer without entering into negotiations they do not qualify to receive $10 via PayPal or a free DomainAgents credit. A charity credit is issued to the owner and they may request that $10.00 be donated to a selected charity of their choice.
